Clicking the "Downloads" toolbar icon/button just opens the "quick view" downloads dropdown/tooltip. You then must click "Show all downloads" to open the full downloads library window.

I want the toolbar button to instantly open the full downloads window.

I don't think this is possible. You can consider to use a bookmark to open the about:downloads page as an alternative. This about:downloads page is opened by default instead of the Library if you are in Private Browsing mode. You can tear off this tab and move it to a new window if you want a separate (standalone) window.
