Exceptions for pop ups disappear when Firefox is closed

I've added a site to the exceptions list for the pop up blocker. The web site is in the form of an IP address. It works fine during the session, but when I close Firefox the exceptions list is cleared. I didn't see anything in the Options that would cause this, but I do have my privacy setting locked down pretty tight. I'm also using the add-ons Better Privacy, Ghostery and Adblock Plus. Does this sound like a settings problem, or something else? Firefox version: 3.6.6

That dialog only saves domain names, not IP addresses, AFAIK.
