Firefix upgrade will not finish. It is proabably due to upgrading in a limited XP account. How do I fix this and upgrade?

I get this Setup message: "Your computer must be restarted to complete a previous upgrade of Firefox. Do you want to reboot now?" anytime I try to start Firefox or if I try to upgrade, uninstall, reinstall or start Firefox in Safe Mode. Reboot does not correct this. It is probably due to upgrading from a limited XP account. I cannot now upgrade or fix this from an administrator account. How do I fix this and upgrade?
