I have saved URL files on an external drive. In FF19, clicking them would open them in the existing window, new tab. In FF20, they open a whole new window.

I have toggled "browser.link.open_newwindow.override.external" to "3". I have toggled "services.sync.prefs.sync.browser.link.open_newwindow" to "false". I have "open new windows in a new tab instead" checked.

If the current open window is in Private Mode, the selected external link will open in Non-Private. This just started with the latest update. I have wiped and reinstalled FF fresh, deleted all known directories before re-installation.
