Dispite other browsers, Firefox cannot download files to folders out of the default Download folder.

FF fails to download files out of the default Download folder. The error message says: "The file could not be saved because you do not have the proper permissions. Choose another save directory." But the permissions are probably OK, because other browsers running with the same permissions can download files into the same directories. Even worse, FF cannot attach files from other directories either.

I deleted all the cookies and history and cache, changed FF download configurations (about:config) back to the default, and made a reset to FF but neither of them solved the problem.

Press Alt+E and then N to bring up your preferences. On the general tab, tick the option 'Always ask me where to save files'

Well, I haven't written explicitly but the 'Always ask...' option results in the same error. The problem is that FF fails to download files out of the default Download folder. It doesn't matter whether the target folder is predefined or chosen in case.
