Firefox Window displays over other windows

I'm not sure if an update did this, but I used to be able to open windows on top of firefox. For example, I open file explorer, and it doesn't show on top, even when I click into it. So I have to minimize my browser to see any window under it. It seems to take priority being "on top" of every window. This seems similar to task manager where there is an "always on top" setting. I tried looking for a setting like this in firefox, but to no avail. I used to not have this problem, and it has now become quiet annoying. Should I just uninstall and reinstall? what am I doing wrong?
