working when I cleared cache. Now I have "browser.newtabpage.row" and "...column" each set at 5, but they are being ignored. Another curious thing "...columns" shows "default" whereas "...row" shows "user modified". Any help?

Firefox 33 has a new layout for the page, with a default of up-to-5 columns and up-to-3 rows. The reason I say up-to is that depending on your default zoom level, you may see far fewer on the page. You can show more by zooming out (hold down Ctrl and tap the - key), but of course all the text will be smaller. Can you find a comfortable level?

The bad news is that ITP, a VoIP provider, has a page that gets screwed up if one starts fooling with the magnification.

Normally, Firefox's zoom level is set on a site-by-site basis, so changes to the internal about:newtab page should not affect other sites. That can be switched to be remembered on a tab-by-tab basis, but most people haven't changed that setting... (in about:config, browser.zoom.siteSpecific=true by default).
