The version you have is a third-party build from Ubuntu and they do the package updates.

Only the official builds from *.mozilla.org like say www.mozilla.org/firefox/all/ and https://www.mozilla.org/firefox/organizations/all/ will get Firefox updates from Mozilla.

it's not in debian package and lubuntu doesn't update firefox esr it's because it's not a part of there repo's but it is in debian.

Well Mozilla does not provide updates to any third-party builds of Firefox for Windows, Mac OSX and Linux since they did not well build them.

Did you try to install the Firefox ESR version from the Mozilla server?

Also make sure that you have write permission for the install location, i.e. when you install Firefox in a location that requires root permissions then you need to start Firefox as root user (sudo) to be able to update Firefox via "Help > About".
