Exceptions - Tracking Protections appeared disabled, how to activate it to add to it?
This issue is two-fold. One, I'd like to add specific websites to the exceptions to tracking protections so that I am able to read an article without a banner over it stating that I have ad blocker on preventing me from reading it. I do not see a way to add any websites. When I look to add a website the tabs are shaded, disabled and unresponsive to any clicking on them. I don't see a clear way to add a website. Two, sometimes, I will see see the banner blocking me from reading an ad as a result of ad blocking. I do not know if it's due to tracking protection or ad block or both. I do not have any add-on under Firefox or on the PC called AdBlock. I have tried clicking on the shield icon to the left of the lock symbol in the search/URL bar but sometimes it does not work to disable the banner over an article stating that I must disable the ad blocker.

Tracking Protection feature. When it is blocking content in a page, a shield icon will appear at the left end of the address bar next to the padlock icon. This article has more info on managing this feature: Tracking Protection https://support.mozilla.org/en-US/kb/tracking-protection
Please Copy/Paste about:preferences#privacy to the Address Bar and Enter. Go down to Tracking Protection. What is going on there ? You mention something greyed out. ?
Put a Check Mark in Only in Private Windows
Click on Change Blocklist and make sure that you have the lesser of the 2 options checked. Add your Exceptions there in Exceptions.
If this is all greyed out please : uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files , C:\Program Files(x86) & C:\ProgramData Then restart system. Then run Windows Disk Cleanup. (Note: This should be Pinned and run Weekly, If never done below expect 10's of gig's) Then run it again and click the button that says Cleanup System Files. Note: your Firefox Profile is saved. But you should make a back up before you do :

Reinstall with Current Release Firefox 61.0.2 with a Full Version Installer

You may have to create cookie allow exceptions for specific domains if you currently disable third-party cookies. A quick test is such cases is to allow all third-party cookies and then check for what domains cookies are created.
