Why do desktop shortcuts open in random windows and not the one most recently opened?

I have several firefox windows open. I open a new window because I want whatever desktop shortcut I click on to open in the new window, but that doesn't happen like it used to do in Vista. The shortcut opens in one of the other windows at random instead of the one I want it to open in. Is there a setting so the shortcut opens in the newest window? Thanks.
