Private browsing doesn't allow cookies and other stuff but say if I am logged in to youtube on one window then I don't want the other window to know/log me in automatically or read my saved data other than bookmarks and visited sites and what cookies that new window has built/saved/made.

Private Browsing does actually allow cookies to be saved, the difference being that they are erased once you close Private Browsing mode.

If you are looking for a way to keep your browsing separate from your normal session, but still keep the cookies once you close, it sounds like the Multi-Account Containers feature is probably what you are looking for.
