Emails going to junk that aren't flagged as junk

I get legit emails from, a lot of times, a government entity, that go directly to junk email. Then I click on the Not Junk button and it doesn't work. I even add the address to my contacts and that does nothing.

The other issue I am having is I have to continually click the Junk icon on the same email address. They are not going directly to junk. Why is this?

The default action for message that Thunderbird deems as junk is to mark it as junk with the flame icon and leave it in the Inbox. If you have not gone to Thunderbird Junk Controls and changed that default, it is not Thunderbird moving the messages to a different folder. The last person with this issue found that it was their provider moving the messages.

Ask your provider how to use their junk controls. I do not have any way of knowing who your provider is much less how their system works.

The Not Junk button is for Thunderbird. If it is your provider doing the classification the button will have no effect.

I have this on a POP account so my emails are deleted off the provider server.

POP or IMAP is irrelevant.

I am using Thunderbird version 60.9.1 on Windows and have no plans to move to the latest version of 68.6.0 in the near future due to them still working out the bugs. My junk control screen, both global and per account, look exactly like the Help document.
