Please keep in mind that I'm not referring to the page/tab I see when I START Firefox, but rather when I open a new tab. I can't find the place to change the setting so that a opening a new tab opens a tab with a BLANK page. I used to have this set, but it got changed somewhere along the way.

The normal behavior of Firefox when using "File > New Tab" or keyboard shortcut Control+T is to open a blank tab, and there is no built-in way to change this. As you are not getting a blank tab you need to check your extensions to see what one has modified this behavior. Quite a few tab browsing type add-ons/extensions include an option to change what appears on a new tab.
