3.6.12 dsl doesn't remember/acquire IP until I manually boot modem&voip

After I boot up windows XP and start Firefox it has "problem loading site." I unplugged my DSL modem and my VoIP device, wait 60 seconds, plug the power cable back in and in minute or two Firefox works perfectly. Verizon has replaced my modem, no change. VoIP has checked my settings, all normal. Firewall active /inactive, no change. NetworkVoIP, works when computer is off and after computer is booted but nothing has been done to the modem or router. No proxy and i made the change behind tools advanced connections shows that.

Any and all thoughts on where to look next will be much appreciated.

Have you tried opening Internet Explorer first, then wait a half-a-minute or so and then open Firefox?

In my youth, for having a thought pattern like this you would've been burned at the stake.

Unfortunately, even though it was creative it didn't work but I would've never have thought of this combination. Thank you.

Have you had experiences like this where the IE change some settings?

Up until about two weeks ago I did not have this problem. I'm a sloppy recordkeeper and I don't remember just when I updated Firefox. I have a nagging thought that this might be the result of upgrading.

Do you know where there is a description of how to save existing bookmarks etc. so I could uninstall the current version and then install a prior version, if someone would tell me where those are located.

I am going to leave this question with the hope that someone will have a simple remedy.
