After a long delay, I get redirected to this page:

http://dmv.ca.gov/portal/home/dmv.htm

This also should work:

http://www.dmv.ca.gov/portal/home/dmv.htm

(The server might be busy today with people researching the new 30-day grace period to pay their registration...)
