Can I change the order of the 3 top bars?

Hi, I just upgraded and it seems to have change the order of the top upper toolbars.

What I want to do is change the order of them. Right now my "tabs" come out on the top. Below that is the search bar and below that are my bookmarks.

What I want to do is put the 'tabs" below the search bar. Is that possible??

And no it doesn't work to rearrange them under "tools - customize". I've already tried everything I could think of! Thanks, Annie

It seems the Classic Theme Restorer add-on can move the tab bar below the address bar if you open up its options in Tools > Classic Theme Restorer.
