Can you make the starfish button for bookmarking prompt us to choose the location of where to save the bookmark?

The bookmarking button right next to the search box doesnt prompt us to choose the location where to save the bookmark and saves the bookmarks in the Unsorted Bookmarks. I want it to let us choose the location of where to save the bookmark and let us choose the name of the bookmark. It does this, but when i click twice. It should let me do it in the first click.

To use the bookmarks star, do this.

Press the star once to place that page (web or otherwise) in the bookmarks unsorted folder. Press it a second time will open a popup showing the bookmark. From here, you can edit anything about it. Name, link, bookmark location.
