Mozilla does not have the resources to have any call centers for one on one support by chat, phone, or email especially since it would be for free for free products and projects.

Firefox 49.0 Release is not out yet as the scheduled Release date is next Tuesday Sept 13.

Current Release for Windows is 48.0.2.

Agree. If you want for a reason the test-beta firefox version 49.x today, you can download from the next link, but first note that you will have to use the -no-remote command.

If you want the test-beta version for some other reason, not to use it so often then use the portable version : http://portableapps.com/apps/internet/firefox_portable/test

The -no-remote switch is only needed if you want to run say two different Firefox instances at same time. Note the -no-remote should not be used with the default Profile.
