Since upgrading to 38.0.5 (Windows 7, x64), scrolling with the mouse scroll wheel does not work. How to fix?

Firefox does not respond to the scroll wheel at all. The only ways I can scroll a browser page up or down are: (1) either click on the appropriate arrow in the scroll bar (2) click and drag the scroll bar.

This is not a Windows or hardware problem as other applications continue to allow scrolling via the scroll wheel.

Late extra: I have the same problem with Thunderbird 38.0.1 also.Hershmab
