Right click that toolbar and add it using the customhouse option on the menu.

Don't have tool bar on write page

Don't have anything at top of write page except own email

Then Press F10 on the main page and select the view menu, then Toolbars and then on the composition toolbar. it is probably an idea to turn on all toolbars. Screen space is not that short. Despite what the developers tell us.
