Where would a non-developer go to submit ideas for development?

I have ideas for future development of the Internet which would focus on browser tools that I would like to see developed. The only place to submit in the Mozilla Community forums is for developers, which I am not. Is there any other place to go to put these concepts before the development community?

You may want to try out these ideas in a number of places. Have you discussed them with friends and colleagues, either on discussion sites or social media sites, or tried a more general software forum? This may help you assess whether the ideas should be pursued as browser features, add-ons, or completely separate software.

From the Mozilla perspective, there are a range of mailing lists for different parts of Firefox, I don't know whether your ideas fit with any of these: https://lists.mozilla.org/listinfo
