If in any doubt, make sure you have the most up to date version from the official flash download site. This will make sure you have the most recent version.

You appear to have a Flash Player 23 version when there has been 24.0.0.194 and 24.0.0.186 since the last 23 release from Adobe which was 23.0.0.207.

If the previous version of Flash was still installed on system when you install current Flash version then Firefox may still be trying to use the previous version which may be on blocklist for click to play soft blocking.

You can try the uninstaller and then install the current. https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

Make sure Firefox is completely closed as in not running first before uninstalling or installing Flash Player.
