I can't get lightning and the google provisioner to install. I keep getting an error message saying they are not verified. I am running Firefox 59.02 and Thunderbird 60.0b1. I tried adding them in from the file, and that did not work either. The Lightning development chart shows that it should be current, but when you click on the link for 6.2,b1, it takes you to the 5.4 download page. That version is a year old.

There is a note that says:

* Visit the link and go down to the "Development Channel" box and download the Lightning version from there. Previous beta builds are listed at Lightning Version History.

I see nothing called the development channel box, just a box that has old versions in the Lightning Version history.

I did find a directory at https://archive.mozilla.org/pub/calendar/lightning/candidates/6.0b3-candidates/build1/win32/

However, I still have the same problem with it. No install due to the add on not being verified. How do I fix this verification issue?

Thunderbird doesn't verify addons, so it seems to me that you are actually trying to install Lightning into Firefox.
