Under v68.3.0, using an ECA PKI card to sign emails or including attachments will time out on delivery to nrl.navy.mil

Two issues with using ECA PKI cards: 1) to send signed email requires multiple actions of "View Security Info" under the Security tab. This predateds v68.3.0. 2) under the most recent update, emails are not always being delivered to some nrl.navy.mil addresses, and never when signed or if they include an attachment (even unsigned). I can provide bounced email with headers, but this web page would not allow loading a txt file into the image upload. Emails are delivered to .gov addresses; these were all sent using Thunderbird from jgrant@batt-tech.com. The error message includes: " ----- The following addresses had permanent fatal errors ----- <jonathan.grant.ctr@nrl.navy.mil>

This is a problem with the mfw.dren.mil SMTP server. It has got nothing to do with Thunderbird.
