Why am I being limited to desktop mode to click on websites?

In mobile view, when I try to progress tona new website. It does nothing. It shows I'm trying to "click" it, but it doesn't do anything. I have to switch to desktop mode to actually open the webpage. Example, bing home page, cant open anything without being in desktop.
