Options/Privacy & Security/Certificates, Manage Certificates... Servers tab. It's usually not necessary to add exceptions if you have the correct server settings and an antivirus is not allowed to scan the TB profile folder or secure connections. This can happen with apps like Avast/AVG.

Thank you, sfhowes! I was trying to connect protonmail with thunderbird and when it was not connecting I was advised to add a security exception just in case this was the issue. Again, thank you for helping me find the security option tab.
