I have many email accounts. I would like to group them into folders, so I can keep them together by purpose. How can I add a folder, and add my email accounts in them?

There is nothing to place an email account in some other folder.

You can sort folders using this addon https://addons.thunderbird.net/en-us/thunderbird/addon/manually-sort-folders/

Because I cant place 75 email account in a folder, they are always displaying, and clutter up the window. So I must scroll down every time, past 75 account names, 75 inboxes, 75 trashes, every time I want to go to my local folders. Seems inefficient!

You could define local folders for each category and define filters to move incoming messages to the defined folders. Then, set the view to Unified to eliminate scrolling past 75 names.
