if i have for example 4 tabs open i will also have 4 windows that all share the same tabs. i have tried using "about:config" and inputting "browser.tabs.allowTabDetach" and setting it to false and it doesnt help. what can i do to get opening a new tab to stay on the same window

Holding down a Shift key while left-clicking the new tab button creates a new window. Check that your Shift keys are not stuck.

instead of going into troubleshoot mode i just clicked refresh firefox and everything went back to normal, thanks for your help.

Note that this can happen if Firefox thinks that this is a pop-up window and thus opens the tab in the parent window.
