i need to move my Windows Vista power button from side, to bottom of screen.

HELP ! One update foisted on me, moved the whole bar with the Windows [Vista] power button on it to the right side of the screen, forcing me to scroll sideways on every web page. I must send this bar back to the bottom of the screen, where it belongs !
