Error message comes on stating that browser is already running and that I would have to re-start computer to start another session.

This happens after I already had browser open but have closed it by hitting the "X" on the upper right window.

Can't re-open application without re-boot.

That was a very helpful hint in solving this problem.

It appears I had an old version of Java that needed to be updated along with some other add-ons. It not only resolved this problem, but made Firefox browse faster.
