If I open a new Firefox window with a URL, why is the location bar empty and why is the reload button disabled?

When I open a new Firefox window with an initial URL (e.g. clicking a link from another app or opening a link in a new window) the location bar is empty rather than showing the page's URL and the reload button is disabled.
