Is there a panning hand feature in firefox?

In IE9, there is a 'panning hand' feature which changes the cursor from an arrow (which selects text/objects when the left mouse button is depressed) to a hand (which pans the web page), which is particularly useful on a tablet PC. Is there an analogous feature in firefox? If so, where? (I haven't managed to find it).
