On Google, I can't access top tool bar with images, maps tools, etc. On yahoo, I can't access the sign in, sign out, and other aps on the same level. On you-tube, can't sign. Right toolbar can be operated manually, but not with up and down arrows. Tabs at top of pages for recently used functions inactive-to revisit recently used sites, I have to click it off and return again through the browser.

That problem is caused by the Yahoo! Toolbar that extents too much downwards and covers the top part of the browser window and thus makes links in that part of the screen not clickable.
