when i want to download something it gives me the option to save the file.I click save file and it says my download is complete, but when i go to click on the download, nothing happens and i can't run the download.

It is possible that anti-virus software is corrupting downloaded files or is otherwise interfering with downloading files.

Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.
