why turning the mouse wheel results in the page going blank for a second or two before coming back up, a little further down the page with no smoot scrolling?

When I go to yahoo news, turning the mouse wheel causes the page to go blank for a second, then it returns to the page a little further down the page. It only happens on yahoo news. Everywhere else, smooth scroll works fine. How can I fix this? It is so annoying trying to scroll yahoo news.
