Cannot uninstall Thunderbird 38.5.1 or 38.7.2 in Windows 10

When I start Thunderbird v 38.7.2, I get the message "Couldn't load XPCOM." Then I try to uninstall Thunderbird and notice that both v 38.5.1 and v 38.7.2 are on the app list. I tried to uninstall them and both failed. Then I tried to install the latest version, 45 and a message appears that I must reboot to let an older version of Thunderbird uninstall before installing the latest version. This error does not go away no matter how many times that i REBOOT. This is using Windows 10 OS.

The windows 10 installer is stuck in a loop, I suggest you ask Microsoft how to fix it.
