Message filters with multiple steps don't fully execute any more

I have multiple filters on the inbox, set up with the intention to forward messages to other addresses and then move them to designated folders. If a message doesn't fall within these parameters, there is a final filter in my list, set to preform a further action. However, whilst the message are forwarding, they aren't moving to the designated folders and the later filter is then forwarding (and moving) the message to the wrong place. Can anyone suggest what the cause (and solution) may be. Thanks.

I think I have resolved this - I've ensure that all the earlier filters, have "mark as read" as their first step. This means they no longer show up as "new" mail, so the final filter doesn't pick them up.
