Trying to open my senator's website (tom Udall New <Mexico) and getting the following message: Forbidden </p>

You don't have permission to access /index.cfm on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request. what is that about and what can I do? Thanks

Oh and even though I got rid of the message by refreshing the page I was unable to send my e-mail to the senator: I got a new full window telling me it was not permitted and an error message. I don't think my message was sent.
