on opening "new tab" function screen is blank and there is no tab icon in upper right .

clicking on '+' gives a blank page with no tabs of previous sites. No tab icon appears in upper right corner, no scrolling possible. Using laptop with win7. Works properly in desktop using XP.

the New Tab Page function is in firefox 13 and above.

So you need to update to the current release Firefox 15.0 to get the New Tab page.

You can find the latest Firefox release in all languages and for all Operating Systems here:

I have 16.0.2 and and the tab icon does not appear in the upper right hand corner.

You can check the browser.newtab.url pref(s) on the about:config page.

I assume that in your case the New Tab page was set to a different (possibly about:blank) URL.
