The embedded "Powered by Firefox" browser that is used by other apps does not load pages when Firefox is not in the background.

If Firefox is running in the background, the embedded browser will work. If not, it will not. I've tested this on two different phones running Android 8.0.0 and 8.1.0. This works fine if Chrome is the default and the "Powered by Chrome" embedded browser is used.

Repro steps:

Working:

* Open app with web links in content for ex. GMail or a reddit browser
* Open Firefox
* Switch back to content app
* Click link
* Observe embedded browser working

Non-working:

* Ensure Firefox is closed from multi-tasking view
* Open app with web links in content for ex. GMail or a reddit browser
* Click link
* Observe embedded browser displaying white screen and loading bar that never moves

Solution choisie

This is bug 1496684. Until this is fixed, it can be resolved by removing any ad blockers or other addons that fiddle with requests or disabling custom tabs in Settings -> General.
