what do you mean jumping around? Is the browser window jumping around, or the content inside it is laggy/not scrolling properly?

content is not scrolling properly. hard to move content inside window screen. jumps up and down

Can you try another mouse there is a problem with the mouse you currently use ?

Start Firefox in Safe Mode to check if one of the extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) or if hardware acceleration is causing the problem.

mouse is not the issue. it seems to happen mainly when i open firefox. seems to be working fine right now. but will come back when it's iteal for a few minutes it sometimes happens.
