I have tried to change the character encoding from/to UTF-8 and ISO8859-1, but it doesn't work. 

I have downloaded a few pages from a website. Firefox says it can't find them (from the link contained in the root index.html file) . I can open the link with another browser (links). When I open the linked page manually, the name in the url bar of firefox get changed from http://www.blah1.com/?blah2&blah3.html to http://www.blah1.com/%3Fblah2&blah3.html .
