I've noticed that my browser stalls when 63.236.253.98, 63.236.252.163 come on my system, my browser stops briefly from working, my mouse, my keystrokes. I have tried to keep them out using outpost but their ability to come in on a local port seems to outpace my ability to keep them out, I have over 10 local ports I have tried to keep them out with. Every time they show up, my browser pauses, its annoying as all get out. In the process of shutting them out then that rev.opentransfer.com rolled in, and I googled it and it showed up on a malware listing!

mcafee database lists this malware that opens a connection to the ip you've provided: http://vil.nai.com/vil/content/v_887151.htm

maybe do a full system scan with a different security software than already present, you can use the free version of malwarebytes for example.
