Per the Help article re adding multiple addresses manually, pressing Enter adds a new line. Now, pressing Tab does, too. Can this be turned off?

For years, pressing Tab just took you to the next field (e.g., To: to Subject:). Sometime last year after an update, it started adding an addressee field if you pressed Tab after entering at least one address. With another update at the end of 2014, Tab no longer added a new addressee field. Now it's back to adding the field again. Can this be turned off either with settings or command line?
