On my second monitor only, full-screening a Youtube video while the browser window it is in is maximized results in the Windows 7 taskbar remaining over the video. If I do the same thing on my primary monitor, the taskbar is not there. If I do the same thing on my secondary monitor, but with the browser window anything but maximized, the taskbar is not there. I'm using Actual Multiple Monitors to get the secondary monitor's taskbar, but this has never been an issue before.

Maximized and Full screen are different, are you using these terms interchangeably? (Just so I can understand :-)) If you focus your mouse in the second monitor and hit F11 to the window does the taskbar go away? There are also two ways to put a youtube video in fullscreen, by the player or by the window, which one is causing the issue?
