Cannot re-arrange/drag-and-drop tabs after update to 38.0.5

At some point, probably upon update to 38.0.5 (on Win8.1 64bit), but possibly earlier, drag and drop stopped working for my tabs. I can't pull a tab out to make a new window, and I can't drag tabs around within a window to re-order them. I've tried turning off hardware acceleration, and re-starting in safe mode, to no effect.

OK, well, I forgot the cardinal rule of tech support, "Have you tried turning your computer off and on again?" Exiting and restarting Firefox had no effect, but rebooting the computer solved it. No idea why, but I won't argue with success.
