Followed link from activation email but kept getting message that cookies were not activated after going through all the cookie setup in Help topics (third party always, forgot firefox.com in history, cleared cookie cache, tried Firefox safe mode). Also tried the URL in IE and Chrome.

Make sure that you allow cookies for the accounts.firefox.com domain if you aren't allowing cookies generally or use the 'Ask me' cookie setting or use extensions that deal with cookies. Various data is stored in localStorage and sessionStorage, so make sure that DOM storage is enabled.

Someone from support sent me a link to activate the account but now I get the cookies not set error when I try to log in to sync. I could not find a "Ask me" option in the Cookies section. Firefox.com is listed as allowed in the exceptions section. I could not figure out what I was supposed to do with the link cor-el posted. Where is DOM storage enabled?

more options

You can open the about:config page via the location/address bar and search for dom.storage.enabled to make sure it is set to truie

You can accept the warning and click "I'll be careful" to continue.

Can you access the account here?
