Thunderbird doesn't support 2-step authentication with Google either, so I doubt it would work with Exchange. You should talk to the server admin.

Our company has banned application passwords now. Only applications that support Google 2-step are functional. A Thunderbird user for 7 years but it looks like it's ending. Very dissapointed.  :-(

Thunderbird supports OAuth2 authentication for Gmail (IMAP and SMTP), which doesn't require an app password.
