I have siblings that use my computer. I have a program that only allows them to access certain programs and files. This way, they can't access my files or play games I don't want them to play.

That being said, they found a work around. They open up firefox and access the downloads folder from there. They can now access everything.

Where is your Downloads folder that Firefox uses? By default, Firefox uses a Downloads folder that is in your User account folders in Windows. If you change that location to a location that is shared by all Users on that computer, anyone could have access to it.

Set up a separate Logon User Account for your siblings when they are using your computer. Then they won't be able to access your User account files thru Firefox or any other application.
