If you select "Never Remember History" then "Always use Private Browsing mode" gets a checkmark if you inspect this via "Use custom settings for history".

Note that "Use custom settings for history" is merely meant to inspect (and possibly modify) specific history settings and that choosing this choice doesn't have any effect like the other two choices do (Remember History and Never Remember History) that set specific history settings.
